Russia 10 Kopeek 1858, Stamp-Error ?

This Russia 10 kopeek 1858, was offered to me as rare stamp error.
I have asked, for a similar to this stamp before but the occurrence was only partiall . I searched for it through Zagorski and Michel Specialized catalog for Russia stamps but unfortunately I couldn't find any record of such error .
Is this second line running next to the outer frame considered to be a double print stamp at all as the seller claims in his email to me ?

A strong NO. It is not a "double print stamp". Not even close. Whoever is peddling it does not know proper terminology either. IF the design had been struck twice in its entirety you would be talking about a "double impression" which this obviously is not.

Zagorsky and Zverev do not mention minor double transfers of frame lines because Russia is chock full of actual substantive errors to pursue.

PS: The term "error" is the most overused word in philately right after "rare" and the most misapplied by those not understanding basic definitions.

Thank you for your opinion rogdcam .
This is the information which the seller gaved me.
Probably he was referring to a double impression stamp but as you have said it is not the same thing at all.
The term "error"is used by the owner,I'm just saying what he wrote to me .
