Here are two examples of the U.S. 2019 Flag stamp. The stamp on the right appears to be genuine based upon the clarity of the microprinted "USPS" at the right edge of the bottom red stripe and the presence of fluorescent tagging under short wave UV light. The stamp on the left has a blob where the microprinting should be. The right edge of the stamp design also has a saw-tooth pattern not evident on the genuine stamp. Also, I detected no evidence of tagging.

Can I safely say the left stamp is a counterfeit? Any feedback will be greatly appreciated.
