Are there sets of fish on stamps that were printed individually and as part of a souvenir sheets as well?

First I trust the souvenir sheets with just one stamp are not what you are discussing but they do satisfy your parameters.

That said I will say, "yes" upon the basis of the illustration below.

If you are wanting more information the American topical Association (ATA) has a check list and from that you should be able to find such issues.
