I have these 4 stamps in my collection all from Bulgaria I believe but have been having difficulty identifying and dating them. The third one I believe might be a membership fee stamp but I have not been able to figure out what HTC stands for. Any help is greatly appreciated.

All 4 stamps are from the period before 1945.

The first 2 are fund raising stamps: MTPT (Ministry for Trade, Industry and Labour) fund and "Labour and Joy" fund.

The third stamp is a membership fee stamp as you have supposed. The HTC stands for People's Labour Union (Naroden Trudov Sayuz in Bulgarian).

The last one is a Bulgarian sellers insurance stamp.
