Here I mention a problem I was having: https://goscf.com/t/85616&whichpage=3 15th post on page.

Tony Wawrukiewicz never produced a updated second or later edition of the International Rate Book. He posted updates on line instead. Did those online updates he maintained cease when he passed? Are they still somewhere I failed to look?

I specifically need USPS Publication 51 International Postage Rates and Fees for the effective period beginning March 14, 1999. And from that I am specifically wanting to find the fee or the various fees for International Recorded Delivery. Domestically Recorded Delivery began 3-14-1999 and I am assuming International did as well.

Can anyone help?

As far as I know, Tony's last compiled update was up to 2014 rates; the updates can be found here

Mike Ludeman was instrumental in getting these updates published, if he is aware of additional updates, I am sure he will weigh in here.

Tony W's book discusses International Recorded Delivery in Chapter 25, but only includes rates through 1995 (no idea why?)

EDIT:
I just looked at the Tony W update Don mentioned in the previous post. It has the International Recorded Delivery Fees through 2007, when the service ended. I think this should cover what you are looking for?

I got here too late to edit my OP to correct an error I made.

I misread the cover's date as 1999 but it is 1993. Thus I need for this project the Publication 51 with rates valid for May 1993. I mislead myself on the date when I saw domestic delivery confirmation started in 1999. This also kept me from check the International rate book as it only went to 1996.

I will read chapter 25 later and get back to posting. It was a longer day that I expected.

There is a link to his International Rate Update, a 94 page update taking the rates for many table forward to 2014.

The Recorded Delivery Fee Update is here:



From this table, the Recorded Delivery Fee for your cover was $1.00.

Determining the Airmail letter rate for 1993 was more difficult. In the Appendix I, page 365, is a continuation of the Table: Simplified Domestic and International Rate & Fee Chart, Great American Series Period.

Towards the end of that chart, there is an entry for"Airmail Letter to all countries Except Can/Mex, > 1/2 oz, < 1.0 oz, which shows the rate as of Feb 3, 1991 was 50 cents. This rate was effective until July 8, 1995, when it increased to 60 cents.



Thus the $1.50 postage on your cover was correct.

I am back, found my B&W International and read chapter 25. It covers the period I needed for the cover linked in the OP of this tread.

Life is full of if only moments and I clearly had one here....if only I read the date correctly as 1993, I would not have created my own issue and bothered so many helpful people. To each, I say thank you.

Then again if I didn't, I would not know where to find Tony's International updates. This yet another time of many in which I am reminded how much was lost when Tony returned to sender, to put it philatelically.
