This seems to be French Guiana #94, I cannot find any info on the holes in the left margin. Any help would be appreciated. Does it detract from the value?

No, the cuts are standard on part of the margins of stamps produced in France.

Those are control punches. Very common on French (and colonies) souvenir sheets, proofs, etc. These punches were used for accounting purposes (the punching machine would count the quantity printed). Used until the late 1960s. Doesn't effect value.

I think the punch holes are for alignment: to align before printing a second ink or before perforation.

vayolene's link holds a link posted by vayolene that explains these punches. As stated by GeoffHa, they are control punches and not perforation guides.
