March 28,1937 Navy Heroes Cover - What Gives?

I am unsure why they would stamp this on the 28th when the FDC was issued on the 23rd of March. I was just curious about it. Thanks!

The simplest explanation is that someone submitted it after the first day of issue.

Comparison to other FDC's of this stamp on ebay show the 3 is nearly closed at the left side. Your cover is postmarked on the 23rd, but the perforation hole falls in such a way to make an illusion af an 8. Consider this one:
