Nope, doesn't quite match. Try to line up the very top perf exactly, then see where the very bottom per lies. You will see that you are off by at least a 1/2 perf, or more.
I too have to admit with the first 2 pages of this thread about perforations, my first reaction was that the perfs do *not* match (which they don't).
As for the wavy line machine cancel, these were the most common cancels from the 1920s to the 1970s. The spacing of the cancel lines on these two stamps would point to a machine made by the Universal Stamping Machine Company and installed in literally thousands of post offices. So while these two stamps were likely canceled by the same make/model machine, it is highly unlikely they were on the same envelope (unless you specifically soaked them from the same envelope piece).
Besides the bottom two lines of the wavy cancel not lining up, the width of the cancels, especially at top, are noticeably different (indicating different levels of inking?).
