Please Advice On Playing Card Revenue

I have in my collection several Thailand playing cards. The cards have either a Thai handstamp or a printed revenue indication. The handstamp on the card is the same as on the card pack revenue stamp seal.
I just see in ebay for several different countries' similar handstamps on the playing cards themselves, (Like Denmark, Hungary Spain etc.).
How should I classify the playing card itself. a revenue receipt or???
I know that modern set of printing cards have on each card in the deck a printed revenue seal.
Please advice.
