I agree John. The other option was a missent, received & back-stamped & forwarded. The receiving clerk took care to preserve the FDC postmark by back-stamping rather than over cancel the front. (In those days Postal clerks had an inkling of collector value)
As I saw it, there were 2 basic scenarios. Since 1913 there was no backstamping of regular mail, so ..... 1. It got to Buffalo by mistake, being missent. 2. It got to Buffalo correctly, having a Buffalo address under the label.
The next step would be reading the address under the label. Is there a different name on it? I suspect there is, and this is a case of someone "servicing" a group of FDC's, receivig them in Buffalo and immediately pasting on the new address and remailing the so they don't incur an additional rate of postage - stretchng the postal regulations a bit..
