Looks like a revenue stamp ,they are not listed in a postage stamp catalog . It may be a proof ,or unapprove design which never was used .

Kevin, try www.stampworld.com . When you go there, at first sight you won't find anything but regular stamps. However, there is a drop-down menu on the right side, and you will find back of the book items, including revenues and port stamps.

Kevin ----It is a 1910 unissued Saatdjian postage due stamp ,they are rare .
