Before getting into the matter, announce that... I already have a Scott catalog!!! I got a specialized one from 2006 and a standard one from 2017, I haven't gone into them in depth yet, but starting to use them I have come across this SC#119, which has the center moved to the right, I haven't seen that yet collected in the catalogs...It is clearly a printing error, does this defect make the stamp desirable or, on the contrary, disposable?

It is a misregistration.

On the early bicolored stamps, such misregistratons can sell considerable higher than the "normal" stamp. "fast plane", "grounded plane" on the Jenny stamps, for example.
More of a problem with your stamp is the missing perf at top left....

"Error" is a word very much overused for minor printing inconsistencies within production tolerance of getting the job done. I would not consider this small misregistration to be an error. The catalogs will rarely list this type of thing.

As for value/demand, it is in the eye of the beholder, whether they want one with excellent registration or not. I would search for another copy since I like symmetry - even one with the center shifted up/down would have more eye appeal to me. (And there are other aspects to selecting a copy of any stamp such as centering and overall condition.)

As others have said, this is not an error. It does, however, fall into the larger category of "errors, freaks and oddities" (EFO), which does have a following among collectors. Not especially valuable but not a throwaway either, in my opinion.

It can be more difficult to find these perfectly registered.
