Hope you don't mind if I add a little info and the link does say it all.
It was called the Kingdom of Libya from 1951 till July 1969 then in Dec 1969 it was called the L.A.R. then the Socialist People's Libyan Arab Jamahiriya on 1st Sept 1977.

No mate not straight away that is I went through the Scott cataldogs I have that's why I posted did the leg work had to say something then looked at the link .

That's a weapon of some sort I think. The leaf-shaped blade and the narrowing down of the handle towards the tip. If that were a spade or tool I would think the handle would thicken towards the shovel to provide anti-breaking shear strength.

edit: On second thought that is not good reasoning for the shaft thickness.

The small shafts look like crossbow quarrels.

Could the axe part be the opposite end of a bigger more complicated device or combined weapon of some sort?

The fellow has what looks like chain mail armour on and an animal's head on his head. What animal is that? Ready for battle I would say.

The Roman Legionaire has a Wolf mask on,
I have seen that in perhaps comic cartoons,
I'll have to do some Googling.
