Date looks like 24 October, 1933. Can't help with the manuscript.

The cancel is Wellington New Zealand.
Partime's date looks good.

The manuscript reads:

Dr C Hutteg (probably needs umlauts over the U)
Biological Institute
der Preuss Versachanstalt (can't get Versachanstalt)
Kronshagner Weg (Kronshagener Way)
Kiel
Germany

That makes sense NSK. Especially given the cover clearly states Department of Agriculture for the return address.

And my error above. It's Bacteriological Institute not Biological Institute.
