I find myself a bit stuck with this item.
I'm not good at plating, or for this issue, colors.
The USPCS plating guide is good, but starts with the color.
Yes, I know the condition is horrible.

I know others here are way better at this. So can this be clearly identified as 10A or 11A? If not I'll file it as 11A

A great example of how scanners and digital in general doesn't represent colors well.
While it's a really awful cell phone picture this is closer to correct

I know the pencil note could easily be fake or incorrect.
I tried to find information about Macon Ga using green cancels, hoping there would be usage dates that would be helpful. It's either not out there, or my google skills aren't good enough.

I tried isolating the top and bottom a bit bigger but I'm not happy with the scans. I'll include them just in case there's something easily visible that makes it easy.
I can do better scans if it seems promising.

Hi Plate40 --

Your stamp shows features that are very typical of Plate 1 Late -- namely the gouging in the URDB and the heavy recutting in the top label block -- thus the stamp is a Scott #11A.

Based on the color of the stamp, the penciled date is very believable.

Thanks you, it's good to know for sure.

The cover in general is badly worn but a bit interesting.

Howell Cobb was a bit of a big deal politician.

Very cool cover. Howell Cobb was quite a political luminary from Georgia. Speaker of the House and serious secessionist. His brother formed Cobb's Legion from the Athens GA area... made famous in Gone With the Wind as the unit that Ashley Wilkes served in.

What was quite interesting about Cobb's Legion was that it incorporated all 3 major military branches... infantry, cavalry and artillery. Uncommon even in that era.
