Specifically what information do you want? It is as you noted an Official Seal, Scott classification OX, which was available in booklet panes (as shown) from large (thick) booklets.

StampSmarter shows that design was used from 1919 through 1969 OX21-OX40. Since it is hyphen-hole perfed that narrows it down to OX38-OX40.

Because the entire booklet pane is pictured, the "c43 ..." text in the margin means that it must be OX40, with a value of $2.25 for pane of 5 (Scott Specialized).
