Hello all, I have a cover with a canceled Scott U90-U401a stamp(I think?) with an unmarked RPO. Was there a city that didn't use a location in their cancellations?

A 3rd class (or "circular") use in which they removed the entire dial instead of just the date slugs! Could happen anywhere.

From Pittsburgh (which is little surprise going to Ohio), and which is the only city using this text arrangement in their streetcar postmarks. The use dates from 1908-1916 with 3 variants in the (missing) dial. Here is an example.
