Scott 70B Or Scott 70/78 Color Changeling

Any thoughts on whether my stamp (top) is a color changeling or #70b in "steel blue" shade (which the bottom stamp is purported to be).

To my eyes, the top stamp is in the telltale shade of a 78 changeling.

Scott has a footnote about "Color changelings, especially of No. 78, are frequently offered as 70b. Obtaining a certificate from an acknowledged expert committee is strongly advised."

They're both color changelings.

The giveaway is the greenish blue and "milky" cast that changelings have.

Getting, even a faulty and somewhat off center if that's all the budget allows for, certified or sold by someone who can truly identify them, 70b even just to have as a reference is a good idea.
