I am wondering if Battleship revenue stamps could have been used after June 30, 1902, when the Spanish American war document taxes ended, to pay other document taxes or fees? Or was it just wastepaper at that point?

Any information would be helpful.

The battleship stamps to which you refer were of two varieties: proprietary and documentary. They were to be used to pay proprietary and documentary taxes as defined in the 1898 law which established those taxes.

There were no federal proprietary taxes after June 30, 1901 until December 1, 1914. So the proprietary battleship stamps became obsolete.

There were no federal documentary taxes after June 30, 1902 until December 1, 1914. So the documentary battleship stamps became obsolete.

It's often (but not quite always) easy to know when documentary and proprietary stamps were used. Just follow the wars. The "not quite always" was usually the post war period to finish paying for them.
