Almost certainly it is not a 'floor plan.' It makes no sense in combination with the text in the lower arc. That last word may be 'BESCHERMD,' i,e,. protected. The first word is a partial one and it might refer to a type of earth that protects. In that case it might refer to the Netherlands being located on large rivers and being protected by dunes, hills, or levies. As such, the first word might be 'HOOGTEGRONDEN.' This might be for some trade or maritime event. If the 'HOOGTEGRONDEN' are hills, it might be Arnhem.
The type of cancel is one used for commemorative cancels used at exhibitions or for special events but more likely a sponsored handstamp. I, however, cannot find this particular one.
