This $1 SYS stamp has an overprint I cannot find in my Gibbons, which probably means it's a revenue.

Does anyone know what it says?

Dear jimjamtwo

this overprint changes the stamp to a postal savings stamp of the Republic of China . They were not authorized for franking and are usually not cataloged in "normal" stamp catalogs.
