Bigger pic, please -- I can't make out the overprint in the bottom line. It appears to be a local overprint of Austrian military stamps. The bottom line may be the name of the city/region. Some German, Austrian, and Warsaw local post issues were overprinted locally during the early years of the Polish Republic (c1918). Scott lists some of these, but not all.

Jędrzejów – overprint on some 13 different postage stamps, one postcard and one postage due stamp. Olkusz – overprint on some 12 different postage stamps and one postage due stamp. Zwierzyniec nad Wieprzem – three different stamps overprinted.
This Polish auction listing shows them as in fact having Fischer catalogue numbers. I only have Fischer volume 1, not volume 2 where the local issues are listed, so I can't check.
Olkusz issues aren't included among the locals listed in the Michel Eastern Europe catalogue, nor are they in Michel's Austria specialized or the ANK Austria specialized catalogue.
