Check the introduction section of the Scott US Specialized Catalogue for regular single and double line watermarks. The USIR should be similarly laid out I would think.

I checked the Revenue section, front , etc. and no single line did I find. Not sure how it's laid out though. I could have swore I've seen it in the catalogue before , but so far no look in finding one anywhere. Figures - just this last week I was reading a post somewhere and some had put one up and another commented how nice it was to have a template. Now, I can't remember where that was.

Is there such a thing as Single Line USIR?

Well, maybe thats the problem.... I could have sworn id seen it onsite here, just pursuing older articles. Then I see Sc 832b, "Watermarked USIR (51) " in the item description when I was looking something up and it made me think of the single line Wmk.

But now im guessing im wrong ! Just coulda sworn I saw a template here somewhere. Oh well.

The introduction of the Scott Specialized catalog shows the double line USIR but does not show the full template. It is labeled Wmk. 191R so presumably it has the same layout as the normal Wmk. 191 USPS double line watermark.

The 191R watermark looks like this, although admittedly it could use a stamp overlaid for scale, shown here on a special tax stamp, which is approximately 4"x6":
