Can anyone educate me as to the catalog numbers of these two blocks? Are they meant to be separated down the centre to become coils?

Page 20-21 of the Unitrade catalog speaks to what you have.

These are blocks of four coil stamps which were broken from coil stamps as shipped to Post offices. Notice the rouletting between stamps. The Post Office received sticks of 10 coils of 100 stamps each which the clerk could snap off. A customer could purchase multiple coils at a time without being separated. They are common and command no premium. That makes your stamps Scott/Unitrade 549 (7 cent) and 550 (8 cent).

Blocks with no scoreline in between are scarce and can command a bit of a premium. Most blocks have a line - some obvious, some not.
