Probably cut by the original user to remove it from a multiple; that person was not thinking about how collectors would view it 160 years later.

Not by the standards of the time. Like other scraps, stamps could be seen as pretty pictures to be glued in albums or books. Why retain the extraneous?

Looks like they used a pin to attach it to their scrapbook, not glue.

that said, it is an uncommon stamp, and still has some value in the market:
