First ,let me say that I put that in my collection over 50 years ago . I haven't done much with the country of Germany since . It looks like 239b was removed from the Scott catalog and 239a is now about a imperf ,. So something changed ..
The article does state this color change was going on in Germany .I see in Michel they still list #275 in both shades as 237a and 237b with the brown shade . So the only way I can explain it is to see a old Michel catalog before 1970 to see if that high price was there at that time {pre-1970}

That was my thought as well, but I couldn't find a copy of Michel that old. It's possible everyone thought there were that few copies, not just Scott.

I don't have a pre-1970 Michel but I do have a 1971 and a 1972

In the 1971 there is a 275c braunoliv at 425DM which was a bit over $100US



Then in the 1972 Katalog 275c it is no longer listed.

The current Michel notes that "Decentered pieces and many printing errors are known. MiNr. 275 in brown olive comes from the waste paper."

I can't say much about the cancels, I'd keep them as used, knowing they might all have favor or faked cancels.

The 1 milliarden basket lid series stamp has a plate variety, the break in the central design at about 9 oclock. Only on flat plate stamps, and not rare since it was in two places on most sheets.
But it is a fun thing.

In fact it is four times per sheet. One on each quadrant of 25 stamps. With other flaws also.

I have and entire stockbook full of Inlfa & BPP certified inflation era issues. 2 full pages are devoted to issues that Infla and BPP have certified as having fake cancels.
