The Unitrade states that this stamp is tagged, GT2. Which your scan confirms.

The GT2 = General Tagged on two opposite edges only.

The block is over tagged causing the extra dots and is not a recognized variety, although some do collect stamps with similar tagging.

Here is a link to Robin Harris site adminware.ca having a tagging database of Canadian stamps amongst other things.
Your variety is not shown, but it does almost have the look of a fishhook on it like another issue.

This is the normal hook tag flaw.
I do not think that any of the tag spots are close to this.

Given the number of different printings this stamp had (used for multiple years), the tagging varies from very clean / sharp vertical bars, to messy ones like you show. The latter probably due to a worn tagging roller (fabric??) or more fluid ink than normal that tended to splatter. The block does not have the tagging flaw listed in the Unitrade catalogue.
