I need some help understanding the perforations for the stamp on the far right. Is this an intentional cut or is this some sort of machine error? Any suggestions or advice is very much appreciated.Thank you!

I also have another single with similar issue.

the appearance of numerous blind perfs tells me that rather then try to tear the stamp from the sheet, the owner used scissors to cut them from the sheet & got a little too close. The blind perf is a machine issue while the cutting is human.
