Two #328 scanned together, one normal and one blue. How is such a radical color change possible?

yellow + blue = green.
The red/yellow end of the spectrum is more light/chemical sensitive, such that green stamps being intentionally or unintentionally alter/damaged to appear blue is not uncommon.
Your "blue" stamp is damaged and not an error/freak/oddity.
