This was applied by the carrier department in the Albany post office. At this time, only a few hundred of the largest offices had carrier service as the 1863 version of carriers was being expanded.
Also, while there is no street address on this cover, Tremain is noteworthy enough that the PO obviously knew where he lived, etc.
