I think this cancel was from "CHOI ONBINH" but I can't find anyplace with thast name. Can anyone please help me ID the place where this was canceled?

Just a wild guess: could it be 'Cholon Binh'? That would be the historic Chinatown in Ho Chi Minh City. But that would need to be confirmed by a Vietnam expert.
