Greetings gentlemen.

I am wondering if someone can explain these perforations. It looks like the perforations were created by something which compressed the paper in the normal pattern of circles rather than cutting holes. Were these just tired/lazy/dull perforating pins?

Here is a closeup of what I am referring to.

These are known as fluffy perfs. Some collectors believe they were caused by blunt pins but as they are usually found on low grade paper I prefer the other view that the nature of the paper was the cause. Try writing on a nice soft Kleenex tissue with a sharp pointed pen or pencil and see the effect. It did not help that a number of sheets were stacked together for perfing.
