US 1035 3¢ Statue Of Liberty, Precancel With Additional Overprint

I ran across this vertical pair of precancels with an overprint. I can't make out the entire overprint. It is not tagged. Can anyone tell me if this is a private overprint or a bureau issue and what class of mail it might have been used for if it wasn't for 1st class?

The extra overprint on top of the "LOS ANGELES" is called a "dated precancel", in this case from Sears Roebuck Company (SRC) and dated August 1964 (inverted). It is easier to read in the bottom example of the pair.
Here is a similar example from the same series, with the dateline placed where it is supposed to be.


Your 3c stamp may have been used for First Class, or just as likely as a makeup rate in combination with other stamps on a small parcel shipped from Sears.

Thanks Zebraman. This is the first time I have run across an additional private overprint on US stamps. I have seen some on foreign stamps. Had I been able to make out the entire date I would have recognized this stamp for what it was. Your help is very much appreciated.

Not "just as likely," it was more likely to be 4th class (merchandise), given its Dated Precancel source of Sears, Roebuck and Co. The meter suppliers lobbyists impressed on Post Office Dept. a greater "revenue protection" need for precancel use. In late 1930s rules came out about forcing precancel users to overprint with id and month, year the precancels that fell above floor levels in denomination or total applied to mailpiece. I can't recall exact values, but something like 8c and up for stamps, and 8c and up for total on package. So same company could have normal precancels in office for letters under 8c, but have to overprint low-value sheets in shipping area for packages as make-up to larger values all overprinted. Sears and Montgomery Ward ("MW") used Dated precancels up into mid-1970s out of large operations in Chicago, Greensboro NC, Atlanta and a few others.
