I had this in my album for years as #7, but going through the StampSmarter step-by-step process gives me a different answer. At first glance the right side ornaments appear incomplete, but adding what is shown on the left I believe makes them complete. I believe I have to show the bottom frame line as incomplete as it is cut off.

Guidance please! What is it?

This one requires some familiarity with the plates associated with each type, especially since the bottom frame line is only partially visible. This stamp is from a top-row position (Relief T, second state), which you can tell by the shape of the upper ornaments. It is not recut twice at bottom, so if it were Type IV #9 it could only come from positions 4L1L (fourth position, left pane, Plate 1 Late), 5L1L or 8L1L. However, it does not match the features of any of those positions (among other things by comparing the guide dot on the stamp to the left). Therefore we can conclude it is not Type IV, and thus that it is not recut at bottom. This means that it is Type II, #7. The plating mark in the upper left ornament (see photo), as well as its position relative to the stamp at left (much lower), identifies it as position 9L2.

Thanks for that detailed explanation Dudley! Somehow, I got it right when I first examined it.
