But yes, the pages with clear strips for the stamps and the black background is used to scan stamps. I mostly always scan stamps while they are within the clear plastic strips.
It helps with picking them up off the scanner, and handling them and the clear strips are 99% transparent to the scanner.
The serrations that stamps have around there edges are known as perforations on older stamps. Or abbreviated as perf or perfs. A stamp with perforations is called perforated (or perforate more rarely), and a stamp without perforations is called imperforate or abbreviated imperf.

On new modern stamps that are die-cut self-adhesives, the perfs are still sometimes called perfs as they are still measurable by the same method as older perforations but more strictly die-cut.
