it appears that everything in this book is shown in pounds..
So does a number like 3-50 mean 3 pounds 50 pence?

and why can't the rest of the world use dollars?

Yes, "3.50" is three pounds and fifty pence.

A listing price of "50" means fifty pence and a listing of "£50" is fifty pounds

Last summer the Pound's value decline was so steep it appeared as if it will eventually worth a $US. Things had improved since so calculating the rates is part of the game again.
