Perfin H A L On Scott 311 (Series 1902 $1 Farragut)

I do not actively collect perfins, but I pick them up when I come across them. Perfins were not permitted in the United States until 1908 (?), the year the Franklin–Washington series was introduced. Therefore, a perfin on an earlier stamp would be unusual (?). What did "HAL" stand for? I would appreciate any clarification on this matter. Thank you in advance.

HAL stands for Hamburg-America Line. Authorization to use perfins in the US was given in 1908.

Thank you, rogdcam. I was wondering about a perfin on the Series 1902 Dollar stamp, and I now see that the Franklin Dollar stamp only appeared in 1909. So in 1908, when perfins were introduced, the Series 1902 Dollar stamp was still in use.

Stamps, especially the higher values remained in use for a some time after the new ones came out. Especially if the company didn't use the dollar value often and had just bought a few sheets.
