Can anyone tell me what Scott number would match a "Doc Rev 1918 1c"?

It's a stamp listed in the Brunell precancel catalog, for Covington, KY.

R228 is the closest thing. It's a 1c documentary but was issued in 1917. (Maybe your listing is referring to a subsequent printing that isn't shown in Scott.) The next 1c documentary wasn't issued until 1928,

Thanks. Any idea on "1918 Potato 1c" - what series (someone told me a while back and I can't find my note - sorry). And what number it would be?

Covington: During WWI, there was an added tax on parcels which had to be paid with documentary revenue stamps (in addition to the normal postage). Some cities precanceled revenue stamps locally (the series beginning with R228), to facilitate payment, which is what I believe your reference is to. It would look similar to this R229 from Indiana:

Potatoes: The Federal potato stamps are from 1935, anything from 1918 sounds like a state revenue stamp of some sort. Illustrations with your questions would be so very helpful.

Unfortunately I can't illustrate -- am just going off a pictureless written catalog and trying to match the highly concise text (as quoted in my question) to the Scott numbers -- but I don't collect Revenues etc so I have no clue what any of them look like or what dates make sense. I'm just trying to create album pages for these with boxes of the right size, in the hopes that one day I acquire the stamp.

Thanks for the Revenue info. - that's very interesting.

Thank you for posting the picture. So, is that 2c Revenue about the same size as a black Harding or those other regulars from the 1900s - 1930s?

Yes, same size as a definitive postage stamp, only horizontal from a Harding. So the standard precancelling devices for postage stamps had spacing that worked fine for the revenues.
