Is this a precancel, even though it has no horizontal bars?

Yes, you have local type L-14, a handstamp.

Yes there are many types with out 2 Horizontal lines. The other Twin City has the precancel on a diagonal & another with out the bottom line. There are ovals, circles tombstone & spider web designs to name a few and let's not forget the wide variety of silent precancels.

Thanks again for all your help. I am aware that there are some "fancy" precancels out there, too. This happens to be one of my favorites (although I think someone posted a similar one previously). No idea if it has any extra value than the standard ones, but it still is a standout:

WT1, I can see why you like it -- it almost looks as if the cancel was made so that the ovals framed the one on the stamp!
