Is this a precancel without horizontal bars? What type? Although the stamp is damaged, it looked a bit interesting because of the missing bars and the use of the old "PENNA" abbreviation for Pennsylvania.

Yes, that's an L-1 Var 1. Var 2 has the same state typeface but the town name uses letters with serifs. These variants occur on the same device, so it would be interesting to come across a pair with one of each.
