Is this a precancel? I am unable to find out name of the city/town...

And few other NY precancels found with that one...

Sure looks like an "eror" to me.
Googled the NY town list to see if "NESTE" was included in any of the names.

It's definitely ROCHESTER. The town to the left looks like an "H" whereas the center one is definitely an error. This is a continuous roller operation, so whoever set it up used the wrong letter.
