US Census 1995 | Official Mail Meter With $1.98 Postage

Just came across this cover and found it to be a bit curious. I have no idea what the original weight of this piece would have been with its contents, but doesn't it seem a bit odd that it would carry as much as $1.98 in Official Mail postage from 1995 on a standard #10 envelope?

It is possible that the cover contained some form of document(s) and the Dept. of Commerce wanted to ensure safe delivery and paid extra for this service, possibly registered to another US recipient??

Just a guess of course.

Thanks for offering up a possibility. While there may be nothing especially exciting about the cover, it did seem like quite a bit of postage. Then again, the US Census Bureau is under the US Government ... and they haven't been known to try and save money on very many things.

Or...with the windowed envelope it is hard to tell where it was going, any other clues as to it's destination ? Also, since it's a meter, perhaps the amount dictates the delivery option ?
2nd day air or something of that nature ?
