New York, NY Precancel Different Bars?

Is this just a printing anomaly or is there is a precancel type that defines a double-bar top line and a single bar bottom line as in this example? I was thinking it was just a printing problem, however, if the top two bars were intended to be filled in, it would be much larger in width than the bottom.

Interesting question -- I have a bunch of similar ones (also for New York, but not all with this font) and I have just been putting them aside as badly printed. I don't see anything in the catalogs with 2 bars over one bar, but then we all know how good I am at reading those today ...

Coulde the second line be from the edge of the device when it was carelessly inked and applied? I have some with the double line at the bottom as well ws at top.

Wil Bobbin is on the right track. The edge of the bar was likely under ink leave causing the ink to collect on the edges an not the entire bar/line.

I agree with Wil, it looks like careless printing caused the line to bump.
This is a fairly common occurrence. There is an interesting type from Foxboro MA where 2 different devices are catalog-listed. The L-3 has a double line at top, the L-4 has normal lines - the L-3 is listed at 150$.
