2011 Specialized states $25.00 for a block of 4, MNH. I would think that you coulddo better than that. Me, I wouldn't pay it due to its poor centering. JMO.

Based on the wording of your post, I'm not sure if you're looking to buy or sell this block of stamps. Nevertheless, here's my take on it:
A small premium for it being a block of stamps, I suppose. But I have a 1983 and 2002 and 2010 Scott catalog which shows an interesting trend. Single stamps of this particular issue declined from $11.50 each (in 1983) to $6.50 each (in 2002) to only $5.75 each (in 2010). That's an 11.5% decline in value between 2002 and 2010 and a whopping 50% decline in value from 1983 to 2010!
Also, the example shown above is not particularly well centered. I would expect the 2010 catalog value for the block is somewhere around $25, so $18 is roughly 72% of it's current catalog value. A good deal if your selling, a not-so-good deal if you're a buyer. The stamps are not particularly scarce and they almost always come up in sales offers and auctions from time to time.
I agrre with wt1. The Scott prices are based on VF examples and the block shown is ave-fine which would reduce value 30-40%. This is an issue that is not difficult to find in the VF condition.
