This is not TCP-2.

"ALL (over) 'XX(?)L. MO." is unknown and unlisted. I think the word is "OF".

A similar one that is listed "ALL(over)C.A. MO." currently an unknown user in 1949,

There was a "ALL" that used type C-22 in 1942.
Also an "ALLB" used in 1956.
All these are likely related!

I believe the "C.A." & "L." are branch locations of "ALL" & may represent a town, PO., or neighborhood somewhere in the greater St. Louis area/
