Why? Precancels are low priced. Unless someone is attempting to create a market for these. There are less than a handfull of Precancels on US stamps that are truely worth anything as far as high value goes.

Why?

To confuse us legitimate precancel collectors!

Unfortunately, there have been fakes around just as long as stamps and some unscrupulous people think they can make a quick buck by selling such fakes at premium prices. Only when the unsuspecting collector does the necessary research does he find them out and by that time the seller is long gone.

To end with two cliches --- Knowledge is power! ** AND ** Buyer Beware!

From what I have been told, back in the 1930's there was a time when not too many new devices were issued or ordered. So...some collectors got creative. I don't think it was done with any malicious intent at the time, but you can pound your head against the wall trying to figure what is real and what is someone's creative moment. There is a catalog on Fakes/Favors or "collector inspired" issues. I believe you can inquire at precancel dot com.

The two on the 10-cent presidential stamps are not precancels but box handstamps, not fakes - just unlistable as precancels. Marksville LA looks like the genuine PSS704. The Richford VT and Marissa IL are well known, old-time, fakes/weeds.
