Scott Duck Stamp Illustration Designations

I am using a 2001 Scott Specialized. In my catalog, illustration numbers for Federal Duck Stamps have been assigned to some stamps and not others. There doesn't seem to be any pattern or logic to the number assignments. For example, there are 9 stamps between HP2 and HP3, but HP4 and HP5 are assigned to consecutive stamps. Does anyone know Scott's reason for this?

The catalog might not have shown them all in 2001. The 2011 cat has them all pictured, and the HP#'s are consecutive and match the RW#'s.

The "HP#"s is for the illustraton of a hunting permit stamp to help a collector identify the stamp. The 2014 Scott US Specialized shows all HP#s in consective order along with RW#s.
