Well, one might think that the number written on the front, or the letters on the back might be some sort of confirmation that a local currency was paid. Sort of harking back to stampless cover that is just noted as being paid for.

That is an interesting one with a few ideas. My first is that it simply didn't have a US cancel. Hong Kong would of been the most used port in the late 1800's so it would of been cancel stamped there too. In any event it sounds reasonable.
The other is that the postal system just let it slip through and it was mailed in Hong Kong by maybe an American Diplomat.
