At the right, the edge of the frame should be exactly on the "0" mark and the reading at the left is far past 19. I am confused.

I'm not sure what you are trying to do?

Here is an example of how to measure perfs.

Now I'm not sure if you are working on the ( 2 Cents) or the (Two Cent) Washington. But the best way to start figuring out which you have is Perfs and Watermarks.

This is a fun stamp to spend some time on trying to figure out. But it can be full of turns and twists.

The stamp is coil But, Coils were never Taller than 22mm right? And their were only what 3 Stamps of Washington 22 1/2 mm tall.
This Stamp is 23mm Tall From outer edge to outer edge
Add about 19.25 wide.
With what appears to be a Factory stamp on the rear Stating 3Z or ZE.
My Question is 23mm tall? Stamps are not normally .5mm off
And what is that Rear stamp?

Some of them can be 22mm 1/2 PLUS for the (2 Cents) The (Two Cents) should be 22mm.

Steve, I would think that is what is meant by the 22mm 1/2 plus. The source I use has a pretty good track record and it specializes in these stamps.

The lettering on the back could be an authenticator's stamp.
