i knew I had this stamp but I never noticed the cancel.
in looking into my scotts I see it stated the third international philatelic exhibition issue.

this list for $1.25 but is the list price for the cancel included?

There would not be much of a premium for the cancel unless it was still attached to the cover it came on.

I can't read the date, but it was likely soaked off a damaged first day cover. In the 2010 Scott catalog, the FDC (May 9) with TIPEX/NY cancel is $14. Of course, that's for the entire FDC.

I don't know if there is any premium for the cancel off-cover. Some collectors of used stamps prefer genuine postally used stamps over CTO/FDC cancels. Of course, who is to say the cover wasn't actually mailed to someone. Also, I can't make out the exact date on the cancel.

May 9, 1936 was the official First Day of Issue in New York. However, May 11, 1936 was another known First Day of Issue cancel from Washington, DC.

However, as shown below, a number of unofficial (not first day) cancels were also applied to these souvenir sheets during the days of the TIPEX Exhibition (May 9-17, 1936):
